Steve Noonan, Financial & Commercial Manager, Frontier Power 
 

Steve is a senior finance professional who has demonstrated outstanding leadership qualities during his career having led National Grid’s UK shared services function and also as National Grid’s Group Financial Controller.  Steve is currently Finance and Commercial Manager for the OFTOs managed by Frontier Power.  Steve has in-depth knowledge of Transmission businesses and their regulatory environment and is an expert in management, regulatory and statutory reporting under a variety of accounting conventions.  Steve also has experience of running large scale administrative functions through his shared services experience and leadership roles within National Grid.  


Steve has significant experience of corporate finance activities, M&A and working with tax and in financial restructuring and the raising of finance. Steve has unparalleled experience in reporting and has deep knowledge and experience of control and governance issues including the UK Corporate governance code and the 2002 US Sarbanes Oxley Act.  In addition, Steve is experienced in negotiating and executing large scale outsourcing contracts while maintaining and redesigning the internal control framework to be efficient and comply with the required legal, regulatory and governance obligations.

 

Developed the initial financial and regulatory management and reporting arrangements as part of the Takeover of the Walney 1 OFTO, developing the finance processes and managing the transition from a business ‘in waiting’ to a ‘real’ business after the successful financial close of the Walney 1 project in October 2011.  Became Finance Manager for the Walney 1 OFTO at asset transfer and has subsequently expanded that role to become the lead financial and commercial manager for all five OFTOs managed by Frontier Power. Has also taken a lead role in setting up the range of third party supply contracts to the OFTOs, in particular establishing contracts to provide accounting and administrative services and for audit and tax services.
