Peter Harding, Programme Director, Frontier Power
Peter has over 25 years’ experience as a successful programme manager and consultant. Prior to working for Frontier Power he worked for Coopers & Lybrand, PwC and IBM for over 15 years. His experience includes delivering major business transformation, IT strategy and systems projects for leading blue-chip organisations. His recent experience has focused on managing, advising and reviewing major multi-stakeholder business change programmes for organisations in the energy and transport sectors.
His roles have included programme management roles to introduce competition and new business models into wholesale and retail energy markets in the UK and overseas, as well as leading business change and turnaround projects to enable companies to operate successfully in newly deregulated and more competitive markets. He has been the Frontier Power Transition Programme Manager for the first three Blue Transmission OFTOs, with responsibility for preparing and managing progress against takeover and transition plans.
Responsible for the development of the overall takeover plans as part of the OFTO bid process, applying his extensive experience of complex multi-stakeholder programmes to ensure that all transition tasks and dependencies are understood, accurately defined and planned. During the closing process and initial period of operation for the Walney 1, Walney 2 and Sheringham Shoal OFTOs, he maintained plans and coordinated progress across all operational areas of work, working very closely with the Macquarie team and advisers to help ensure successful closure and transition to operational running. Also led the Consortium’s work to agree the TOCA and associated documents with National Grid for all of these three OFTOs. He has subsequently managed the OFTO’s work with three developers to develop and agree three crossing agreements and two proximity agreements for Blue Transmission and WoDS OFTOs, and to ensure that OFTO requirements were being met during the construction work for the first three of those agreements where construction work has been undertaken.
